Uruguay Sets Concrete Goals for Reforming Its Drug Model

When Uruguay presented the first guidelines of its Estrategia Nacional de Drogas 2026-2030 in 2025, much of the content was still under construction. The definitive document, approved by the Junta Nacional de Drogas (national drug board) in March 2026, adds an action plan that assigns bodies and concrete goals.

Reducing Barriers

For cannabis, the roadmap means reviewing some of the limits that have accompanied the Uruguayan model since its start. Among the planned measures is reducing legal, geographic, bureaucratic and economic barriers, as well as evaluating that a registered person can use more cultivation.

Clubs and IRCCA

It also proposes reviewing the limits on production and membership of cannabis clubs and strengthening the Institute for Regulation and Control of Cannabis (IRCCA). The strategy integrates these discussions into state planning and considers moving toward regulated access for people who are not residents of the country, a possibility already studied by IRCCA.

Harm Reduction

Outside cannabis, the plan consolidates harm reduction as part of public policy and sets aside a section for psychedelic and dissociative substances. There, it proposes following the development of clinical evidence and international regulatory frameworks, as well as promoting research.

A Concrete Difference

None of these measures take effect automatically because they are part of the strategy. Several require administrative decisions, resources or regulatory changes. The difference from earlier announcements is precisely that Uruguay has now defined which aspects of its policy are to change.
