The National Football League supports the Law Enforcement Action Partnership, LEAP, through its Inspire Change program. According to LEAP press material shared via @PoliceForReform on X, the support includes $400,000 for “Public Safety Innovation”. NFL’s own Inspire Change page lists LEAP as a grant partner and describes the organization’s work with community responder programs, a national database, and research into effects on crime and arrests.
More Options Than Police Intervention
The community responder model is based on the idea that certain emergency calls can be handled by trained specialists rather than armed police officers. This can apply to situations involving mental health crises, substance use, homelessness, or other social emergencies where de-escalation, care, and local support may be more appropriate than a traditional police response.
NFL describes LEAP’s work as focused on alternatives to arrest and incarceration, as well as improving trust between law enforcement and communities.

What Is LEAP?
LEAP, the Law Enforcement Action Partnership, is an international network and reform movement rooted in the justice system. It brings together current and former police officers, prosecutors, judges, corrections officials, and other professionals who advocate for reforms in criminal justice and drug policy.
LEAP was founded in the United States in 2002, but describes itself as an international organization and also works on global policy issues. On its global drug policy material, LEAP highlights how the drug war has affected countries such as Mexico, parts of Central America, and Afghanistan, while also pointing to reform models in countries such as Portugal and Switzerland. LEAP Scandinavia Is Mainly Based in Norway
In the Nordic region, LEAP Scandinavia exists as part of the broader international network. However, its practical base appears to be mainly Norwegian so far, rather than Swedish. Norwegian company records list LEAP Scandinavia as an association registered in Lillestrøm, with Bård Dyrdal as chair.
LEAP Scandinavia states that its goal is to establish organizations with a shared direction across the Scandinavian countries, and that membership outside Norway should be offered. This points to a Nordic ambition, but also shows that Sweden does not yet appear to be the main base for the organization’s work.
