The small and conservative country of Andorra now permits medicinal cannabis cultivation. The government of Andorra is pushing an amendment to the agriculture and livestock law which, among other measures, creates “the vehicle” to favour the development of new agricultural productions of general interest, such as cannabis for medicinal purposes.
This was explained by the Minister for Environment, Agriculture and Livestock, Guillem Casal, together with the director of the agriculture department, Josep Casals, at a press conference on Tuesday, the executive reports in a statement.
A Central Element
The law creates the figure of the representative entity of the primary sector, conceived as the reference body for farmers before the administration. The entity can act as the sector’s spokesperson, promote initiatives of general interest and drive projects linked to innovation, competitiveness and modernisation of farms. For official recognition, it must represent at least 65 percent of the country’s active farms.
Casal has said that these bodies are a central element to favour new agricultural productions of general interest for the primary sector, such as cannabis. Operation is based on a competition the government runs to award licenses, with an assessment based on a set of requirements.
Highly Regulated Cannabis Cultivation
In parallel with creating this body, work has been done on the law regulating cannabis cultivation for medicinal purposes, a text to enter parliament during the next session. Casal has said the text will soon be presented, and that it will comprise a single license for a single operator, an indoor cultivation which in no case will replace tobacco cultivation and which will be “highly regulated”.
